Sanction Hong Kong Police for violating basic human rights

We urge the U.S. government to sanction ALL Hong Kong police for their violation of human rights in operations, using the Global Magnitsky Human Rights Accountability Act and based on the following (and more) incidents:

-Dehumanization: Calling protesters COCKROACHES
-Torturing: Proven sexual abuse, violence and more on an arrested and harmless citizen in hospital, breaking the wrists of completely subjugated protesters in Sha Tin and Mongkok
-Insulting: Forcing citizens to kneel during searches in Wong Tai Sin
-Violence: Beating a citizen to unconsciousness and hindering first aid treatments on 3 Sep
-Poisoning: Firing tear gas in residential areas, subway stations and suspected use of expired tear gas
-Suspected Police-Gang cooperation: Tolerating gangster attack in Yuen Long station
